This redevelopment project began with preparation of a design theme to unify the downtown and an analysis of the infrastructure needs of the downtown redevelopment area. Included in the design theme and streetscape plan were additional parks, signage, building facade improvements, bike trail improvements, and niche marketing recommendations. A Capital Improvements Plan was prepared which included financial pro-forma and cash flow worksheets based upon annual fiscal budget, financing rates, and available funding sources.
