Village of Gays Mills

The Kickapoo River has a history of flooding Gays Mills. After back-to-back 500 year flood events in 2007 and 2008, Gays Mills requested FEMA initiate a Long-Term Community Recovery (LTCR) Program. This action resulted in FEMA to prepare the Gays Mills Long-Term Community Recovery Plan. Upon completion of the planning process, the Village implemented the following Long-Term Community Recovery project:

  • Acquisition/demolition of 36 residential properties
  • Flood proofing of 10 residential properties
  • Acquisition/demolition of impacted commercial properties
  • Construction of a new Municipal Building, Mercantile CenterLibrary,
    EMS, and Public Works Shop
  • Development of a new Central Business District for relocating and new businesses
  • Development of a new Residential Subdivision for relocating residents
  • Development of an expanded Business Park for relocating and new businesses

The LTCR project, which is estimated to cost approximately $15 million, is being funded by the following programs:

  • FEMA
  • CDBG-EAP
  • EDA-EAP
  • Rural Development

Gays Mills selected a consultant team led by Vierbicher to plan and implement the Long-Term Community Recovery project. The Vierbicher team provided the following services for the project:

The project planning was started in April 2009. A majority of the implementation will take place during 2010 and 2011.
